It is and it isn’t enough. This may sound quite contrary but it isn’t really. Whether just exchanging Hellos with someone is sufficient or not depends entirely on the context.

If I am in a tearing hurry and stopping and chatting will make me late for an appointment, then saying Hello is more than enough. A wave and a smile would probably suffice under the circumstances. If I bump into a friend or neighbour who I know I will be definitely seeing later in the week, a brief Hello is enough.

There are other situations where just Hello is inadequate. If I bump into an old school friend whom I have not seen in quite some time, a mini catch-up session iis essential. Meeting someone who has been ill or has a family member who is unwell will also entail more than just saying Hello.
